In the middle stamps have French name: "Commission de Gouvernement Haute Silesie", which means "Commission of Government Upper Silesia". Below two ribbons with territory name in German (Oberschlesien) and in Polish (Górny Śląsk). Themes: politics, face value, no image/ due.
