The Zemstvo Post [Эемская Почта] There are 7 products.

The zemstvo [Земство] was a local government. The system of them was established in 1864 by Tsar Alexander II in the huge, rural areas of the Russian Empire. These included most of the country outside the major cities, main roads and railway lines, on which was operated mail state (Imperial Post). The zemstvo post [Земская почта] was supplementing for the Imperial Post. Each zemstvo (province) was responsible for postal circulation at home and between the remaining posts. Until 1918 (October Revolution), 163 of ziemstvo's issued a total of about 2,400 Ziemstvo stamps (excluding varieties). The then collectors have a difficult task due to the vast area and the then shortage of paper (eg. one stamp often was divided into four, post offices denied shipping philatelic items for the purposes of collectors - therefore Philatelic Clubs were even sending a representative to travel around the country). Limited availability found expression in the valuation of these philatelic items, as well as in difficulties in the elaboration of catalogs. Moreover, the October Revolution as well as two World Wars also significantly reduced the number of those postage stamps, which have become so rare (R), that already in 1927 (in a Russian catalog) were sometimes marked with even a few symbols of the R's, instead of a price.
